Based on the good heads up from Dan, I planed down my centerboard case cap, which is easy to do now prior to having it all varnished. It will now protrude down 15/16" into the centerboard case.

I measured my cap. The backing plate is just about 1/16 under 3/4" at the bow and goes back at this level for just over 18". Then slopes up to 1 1/2 inches for the rest of the way to the stern. Picture attached

I think how often you need to access the centerboard depends on how often you beach your boat and on what sorts of beaches. Stones and shell fragments can and will jam the board in the trunk. The Scamp's offset board with one skeg right alongside is relatively free from jamming, but I bet it will happen from time to time. So far it hasn't happened to to me in Puffin, but I had had it happen on other boats.
You do want to be ready to free a jammed board immediately and easily.

That was the most challenging dare I say oddest in field repair I have managed. Great team work got it done.................and then your boat, which comes in a close second!
